Greene leads the Lincoln Institute's programs to support economic opportunity, affordable housing and climate resilience. Under President Biden, he led HUD's Office of Policy Development & Research, where he oversaw research and capacity building on housing supply, tenant protections, AI and emerging technologies, and building innovation. He previously served as a Senior Fellow at the Urban Institute, conducting research on inclusive growth, zoning reform, and housing policy.
